Ok so that looks like it was done with Stable Diffusions Deforum Extension. If you have an adequately powerful machine (You are going to need an NVIDIA Graphics card with at least 4GB of VRAM and maybe 50GB of free HDD space) - you can install the AUTOMATIC 1111 version of Stable Diffusion. After that you need go to the extensions tab and select Deforum. Reload Stable Diffusion - start with a sample image and include some text prompts with time stamps - there should be some guides on YouTube on how to do this.
